Activating The ERAP

How The Plan is Triggered Scaled Coordinated Deactivated

The South Kootenay Regional Economic Resilience Action Plan (ERAP) is designed to be activated when economic disruption occurs, or when emerging conditions indicate that coordinated economic response is needed.

Activation allows the region to move quickly from awareness to action, using existing organizations, relationships, and tools rather than building new structures during a crisis.

When ERAP Is Activated

ERAP may be activated in two primary situations. In both cases, ERAP provides a mechanism to coordinate economic response and recovery. ERAP is activated when:

 

  • An Emergency Operations Centre (EOC) is activated and economic impacts are present
  • Economic disruption occurs without an EOC activation, such as:
    • Major business or employer disruptions
    • Supply chain interruptions
    • Infrastructure failures affecting commerce
    • Sector-wide or regional economic shocks

Who Activates ERAP

Activation decisions are made by ERAP’s Executive Leadership, in consultation with partners as appropriate. Once activated, Executive Leadership:

 

  • Confirms the scope of economic impacts
  • Identifies which Action Groups are required
  • Scales the response to match the situation
  • Coordinates with local governments and emergency management where applicable

What Happens After Activation

Activation does not mean “all systems on.” It means targeted coordination. Action Groups operate only as long as needed and stand down once objectives are met. Once ERAP is activated:

 

  • Priority Action Groups are stood up
  • Economic communications are coordinated
  • Business and workforce impacts are assessed
  • Gaps in support are identified
  • Existing programs and resources are aligned

Relationship to Emergency Management

ERAP is designed to work alongside emergency management. When an EOC is active, ERAP aligns through designated economic liaisons and coordinated communications. When no EOC is active, ERAP can still be activated independently to support economic coordination.

 

  • Emergency Operations Centres focus on saving lives and structures.  response
  • ERAP focuses on economic continuity, business recovery, and workforce stability

Deactivation

As conditions stabilize and recovery objectives are met:

 

  • Action Groups are demobilized
  • Coordination returns to normal operations
  • Lessons learned are captured to improve future readiness
  • ERAP remains in a ready state, prepared for future activation
